Memphis mayor wants to shrink city government
Big changes are coming to Memphis Mayor A C Wharton's administration. Wharton says he has plans to consolidate and eliminate.
Wharton will propose merging three city divisions Tuesday and will appoint Public Services Director Janet Hooks as director of that combined division.
Wharton will ask the city council to approve his division director picks and to merge some divisions, which would eliminate the position Hooks now holds.
Wharton's Strategic Business Model Assessment Committee found that Public Services, Parks and the Community Enhancement Divisions duplicate duties.
To save money, Wharton will propose a resolution to combine all three divisions into one Parks Division. Under the new plan, there would be 12 divisions instead of 14.
Also, in a second resolution, Wharton will ask the council to approve his division director appointments. The list reveals the Executive Division would remain intact with Chief Administrative Officer George Little and City Attorney Herman Morris, Jr., at the top.
The mayor would also keep his current directors of Engineering, Finance, Fire, General Services, Housing, Human Resources, Information Services, Police, Planning, as well as Development and Public Works.
He made no nomination for Community Enhancement after Director Johnny McKay took early retirement and no recommendation for Parks. That division's director, Cynthia Buchanan, also took early retirement.
While the administration says Hooks would be Parks Division director, Wharton's resolution actually recommends her for Public Services Division director, because the elimination of her current position is pending council
